NCGP reform: what it does to the research workforce.

On 22 July 2026 the Australian Government announced reforms to the settings and design of the Australian Research Council's National Competitive Grants Program - a simpler scheme structure, salary pathways for early-career researchers, and a sharper alignment to national priorities. This is a live model of what follows.

How to read it. The model is calibrated to ARC and government data - the rising fellowship share, the near-flat-to-declining real budget, the observed career-stage shares, the growth in industry collaboration and Indigenous participation. Its behavioural relationships are the main uncertainty, and the most consequential of them are exposed as levers rather than buried in the code. Read shapes and turning points, not point values. A forward run is a scenario, not a forecast: it is an instrument for seeing how a conclusion depends on the reforms and on the assumptions you are willing to make. Where a number matters to a decision, treat it as directional.

Every demonstrator ships with a family of plain-language documents. Four are published here. The full suite - causal-loop structure, stock-and-flow formulation and the complete model specification - is available on request. A fifth document, the Dashboard Guide, is general rather than model-specific: it explains how to drive any iMORSE dashboard, and is worth ten minutes before you open the simulator for the first time.
